submission: check valid INSPIRE ID before attaching + other improvements

* Check that an INSPIRE ID is valid before attaching it to an existing record.
* Select current table from dropdown list for smaller screen sizes if page loaded with "table" option in URL.
* Link to offline YAML validation script (check.py) from error page.
* Add Fortran file with .f extension as recognised resource type.
* Add endpoint /submission/schemas/<jsonschema> redirecting to JSON schema.
* Update pinned jsonschema version in requirements.txt.
