Support python3.7 (#149)

This adds support for Python 3.7. Based on the Cython documentation,
supporting Python 3.7 requires updating Cython (the enum issue
mentioned in 57994007 seems to be resolved) and rebuilding the Cython C
code which is done automatically when making a new release.

Fixes #147
