Remove env_path setting code

- That was really not necessary as that inevitably will mess up the
  resolution of the actual binary and make the default toolchain
  object be tied to one working directory.  Especially so now that there
  is a specific `which` command for locating binary from node_modules.
- Correct the test case that was demonstrating the symptom of this issue
  and maintain this as part of the internal documentation.
