<a href="https://github.com/wikimedia/parsoid/commit/6fbd9ad61">URI decode interwiki titles before sanitizing

So that already encoded characters aren&#39;t doubly so, breaking links.

The patch also removes sanitizeURI since these locations change to using
sanitizeTitleURI for the targets, and they were the only use sites.

Sanitizing the entire path wasn&#39;t the right thing to do for the
(interwiki|language).url since it mostly comes from the interwiki map.
