Add in CMS image editing. (#152)

* Add in CMS image editing.

* Wrap js in IIFE to reduce scoping problems.

* Update get_form method to be in line with django default method.

* Maintain file type and when saving and don't reduce jpeg quality when saving

* lowercase the file type to not break on capital file extensions and swap out double quotes for single quotes.

* Make image editor settings editable from within base.py

* Update image editor to use one locally hosted js/css file. Also update location of svg icons to be more obvious what icon-a to icon-d are for.

* Use static tag instead of expecting files to always be in /static/

* Use self.instance instead of filtering the File objects to find the current file

* remove leading forward slashes on static tags

* Reduce the amount or .split and add comment explaining some logic.

* Tidy up, dedupe and comment save method on ImageChangeForm.

* Add missing newline to end of image editor template.

* Add newlines to the end of sprite sheets
