Fix for hover value disappearing on data update (#249)

* Fix for hover value disappearing on data update

We will now attempt to show a hover value when new data is received by re-triggering the plothover event after we clean up the previous one.

* Needed some other safety checks in place.

* Making a helper method we can leverage in several places.
