[Feature #159236214] Enable manager to delete and deactivate trainers (#11)

The following changes have been made:
   * A drop down list to manage users i.e. delete and deactivate users
   * A modal to confirm the process stated above.
   * added urls links for the various actions.
   * implemented the back end.
   * implemented tests for the views.
