Allow options to be passed into `Backend.getOps`

The database implementation backing ShareDb can accept an `options`
object in its `getOps` method. However, this is always `null` when
called through `Backend.getOps`.

This means that consumers of `Backend.getOps` can never request the
metadata is returned with the ops.

This change adds an optional `options` argument to the `Backend.getOps`
method, whilst maintaining backwards-compatibility. The provided
options are passed directly to the underlying database implementation
of `getOps`.
