tcti: Add Windows TBS TCTI

Add a TBS TCTI, this allows the tss libraries to interact with physical
TPM devices on Windows.

Add a Visual Studio solution to build the TBS TCTI Library.

Change esys_tcti_default to include the TBS TCTI when building on
Windows.
