Test: improve State and StateT (m) tests

Tests around both State and StateT auxiliar functions were not good
enough. Also part of the code was duplicated all over the test files.

Now the tests has been improved and also some properties has been tested
for the following functions: State.modify, StateT (m).modify,
StateT (m).hoist and StateT (m).lift.

Code duplication has been fixed by adding a single utils.js containing
all the reusable code.
