Added from_file classmethod to Wea

1. Added from_file classmethod. This method helps to use wea with shorter timesteps that can be generated by Daysim. There is still a question about the best way to use it (see #1).

2. Renamed day_count to hour_count.
3. Added a check for annual data to from_values classmethod. In case of extra data with wrong timestep the method would not throw an error. Now it does.
