Instructions for releasing DOS plugin

* Releases will be on GitHub only.
* This includes a merge from master, as the last commits bypassed
develop.
* Also set the version to include `-SNAPSHOT`, so that it will work
with maven release plugin in.

I'm not wild about the final, manual, step of adding the binary to the
GitHub release. I think we could accomplish it using the
GitHub API, but I think we can defer that for now.
