Commit Message

Update rubocop, rubocop-rspec and minor configs.  Apply corrections.

We jumped over several bugs in rubocop-rspec (DescribeClass cop
crashing) and in rubocop itself (false positives).

Most of the corrections are whitespace or trivial formatting.
