user selectors: Clarify selector names.

Rename getActiveUsersAndBots to getActiveUsers.
Rename getAllUsersAndBots to getAllUsers.
Rename getAllUsersAndBotsByEmail to getAllUsersByEmail.

Two reasons:

First, in Zulip terminology, `users` consist of both human
users and bots. Human users are referred to as `people`.

Second, our `users` state already consists of both people and bots, and
other selectors that return the `users` state, such as getSortedUsers,
don't have a "AndBots" appended either.
