storage: Adjust type on RehydrateAction to reflect error behavior.

This would have caught our old logic in navReducers which choked on
null.  It also requires us to make it more manifest that
sessionReducers handles this situation gracefully; its behavior was
actually already right, but that requires looking a bit closely inside
`getAuth`.
