GeoPackage layer support (#44)

Added support to upload GeoPackages to the mage server.
Added server side XYZ urls to retrieve imagery from GeoPackages. The web client will use these URLs to display imagery tiles from a GeoPackage.
Added server side url to retrieve vector tiles from feature GeoPackages. The web client will use these to display vector tiles (with the aid of a leaflet plugin).
Mobile clients now download GeoPackages from the server and use the mobile GeoPackage SDKs to display.
Web client returns imagery
