Add `net.go` and WebSocket handler tests.

* Ensure `LimitListener.Accept()` returns a permanent error if the
  listener is closed, instead of `errTooBusy`.
* Make `LimitListener` generic. Ignore `KeepAlivePeriod` for
  connections that don't support it.
* Add a `ListenerConfig` interface, and `TCPListenerConfig` as an
  implementation.
* Change the `HostPort()` return signature to `(host, port string)`,
  and the `CanonicalURL()` signature to `(scheme, host, port string)`
  for consistency with `net.SplitHostPort()`. Remove the
  `net.TCPAddr` type assertion.
* Ensure `CanonicalURL` percent-encodes IPv6 zone identifiers.
* Expose `Worker.Origin()` for the tests.
* Bump gomock version (rafrombrc/gomock#3).
* Add network test helpers.
