micheloleFix build on macOS and Ubuntu When compiled with gcc-7, trec_eval produces a segmentation fault (error code 139) during usage (see https://github.com/usnistgov/trec_eval/issues/14). gcc-7 is used by default on newer versions of Ubuntu, as well on macOS when installed via Homebrew. While a fix is not merged upstream, use a specific tree version on a fork that fixes the issue. As a (good) side-effect, this should also fix builds on JDKs without the root HTTPS certificates used by NIST (see commit fa0e74b36).
