Commit Message

Modified the generate_random_noise function.
For some reason it likes better to have the cycle and that the argument for the poisson error is integer, this modification helps to reproduce better the quasars when quickquasar is run with DLA's. See results in https://github.com/desihub/desisim/blob/fix_dlabugs/etc/quick_quasar.ipynb. But need it might affect other applications, so it need to be tested more.
