<a href="https://github.com/wikimedia/PyBal/commit/67e3d7494">Move FSM connect state handling to the FSM itself

The connect handling (FSM events 1, 3) was being done
outside of the FSM itself, in the Factory classes. Move
this to the appropriate FSM events, with help from the
Factory where needed, to be consistent with how other
events are handled.
