migrator: include some single YAML files in static directory

* Prepare for eventual shutdown or redirection of hepdata.cedar.ac.uk.
* Include the YAML files loaded by default using "hepdata migrator populate" in a static directory.
* Removes the dependence of tests (e.g. used by Travis) on the availability of hepdata.cedar.ac.uk.
* Add slides from remote talk given at LHC Electroweak Working Group meeting.
* Upgrade some pinned packages in requirements.txt to fix potential security vulnerabilities flagged by GitHub.
