Split `getSnapshot` into two methods

This change splits `getSnapshot` apart into:

  - `getSnapshot` fetches by version number
  - `getSnapshotAtTime` fetches by timestamp

It also updates the logic to error if requesting a version after the
current version, or a timestamp after `Date.now()`, since either of
these requests would not be idempotent.
