ESYS: Fix checking of return codes in ESAPI commands.

Fixes: #1063.

* If layer bits in the return code are set by the resource manager, the
TSS sets the  state of the context INTERNALERROR and the context can no
longer be used.
The layer bits of the resource manager are now checked and the check is
moved to to a function to avoid code duplication.

* Also some wrong indentation and a wrong doxygen parameter description
were fixed.
