First implementation of update using Datald

- Change os.path.exists to path_exists (Custom function). Otherwise, os.path.exists will try to resolve the symlink and see if the file linked exist. However, in our case, if a dataset is installed, we just want to see if the symlink exists, which requires a more advanced check (TODO)
- Added new decorator datalad_update. This decorator will first look at if a dataset is installed in the data folder. If so, it will do an update from the remote specified by the environment variable DATA_REMOTE_SIBLING. TODO: Add a cache system so that the update is not performed every request as it increase the request time to around 1.5 second.
- Add Datalad as a project dependency TODO: Add install git annex required to the readme.

- TODO:Replace os.path.realpath for when dataset is installed os.path.abspath in file startswith so that Datalad works correctly. First look at if a dataset is installed: if not, use realpath still, otherwise use abspath.
