Status code and request data issues (#43)

Fixed an issue that would cause the request body to not be sent when
using the celeritytest.Post function.

* Added failure condition test for celeritytest.Validate

* CORS headers were being applied to only OPTIONS requests

CORS headers are now applied to all request methods. The OPTIONS request
is now also handled in the middleware itself so it will not fall down
through additional middleware or child scopes.

* Fixed issues where response statuses would not be set

changed server bootstrap to accept a function
