builder: fix minor issues

Address following issues with Builder module:

1. Builder failed to build if assets folder or theme data folder were
   missing. These are optional, so we should silently ignore that if
   it comes to happen. Add checks to _install_data.

2. same for theme statics folder. Add checks to _build_statics.

3. _is_safe_path was failing with relative paths. e.g.
   ../whatever/hello would not be considered safe if dest folder is
   ../whatever. This is because of a missing os.path.abspath or
   os.path.realpath in _is_safe_path.

Tests for these issues will come in a separate commit.
