chore: Extract configuration to @node-sitecore/config package.

Now nsc with `@node-sitecore/config` support multiple env file configuration (nconf).
All keys in default configuration file can be override by env variables, args or separated files.

See document on `@node-sitecore/config`.

BREAKING CHANGE: Some key in configuration has changed. It's recommended to
 regenerate your sitecore project configuration with `nsc init`
