Commit Message

Refactor maintenance principles. Send message to user only when the state has changed from that which was before the maintenance period.

* Fix bug when event was sent after maintenance even if state didn't change.

* Some renames and tests

* Feature: Better trigger suppression. When trigger is suppressed, moira remembers suppressed state and send alert if suppression is off and its state isn't equal to suppressed.

* Fix old tests

* Tests for new functionality
