[Chore #152913098] Write API tests

1. Create migrations script in package.json to reset test database
2. Modify test script to run migration script before tests
3. Write tests for `users` endpoint
4. Write tests for `centers` endpoint

7. Fix status code error in findById service method to reflect various contexts
