bug 1079920 - Scrape Specifications section

This commit includes:
- A new app for MDN import models, views, etc.
- Views for adding MDN URLs to import and their matching feature ID
- Views for listing scraped MDN URLs and viewing details
- Tasks for fetching MDN page metadata and raw page content, with checks
  to ensure English pages on MDN are being scraped.
- parsimonious, a library for Parsing Expression Grammars (PEGs)
- A PEG for scraping an MDN page (in progress)
- A visitor that matches against existing API data and reports on
  data integrity issues.

This was developed in an iterative fashion, so it's a much bigger commit
than I'd like, but intermediate steps were quite broken.  This works on
some pages (https://developer.mozilla.org/en-US/docs/Web/CSS/float) but
not others (https://developer.mozilla.org/en-US/docs/Web/CSS/display).
