utils: sort file names for deterministic hash

* Since ``os.walk`` usess ``os.listdir`` and this method does not
  guarantee a given orther for the generated list of directories
  and files, see https://docs.python.org/3/library/os.html#os.listdir,
  we order them.

* Returns error if at lest one of the files in the directory can not
  be read.
