remove unit tests (#285)

The unit tests in vcf_to_bq_preprocess_test.py are actually integration tests, which were added to test preprocessor pipeline before we had the preprocessor integration test framework. Since the same logic already implemented in integration tests, it is safe to remove this scripts.
