Scaffold User Data (#144)

* Rename api to assessmentAPI

* Add mock api functions for user

* Add FETCH_TOKEN and SET_TOKEN

- removed CHANGE_TOKEN
- renamed most arguments involving IVLE key into ivleToken

* Fix syntax in mock user file

* Rename arguments to token

* Add accessToken and refreshToken to state

* Add setTokens action creator

* Add mock saga to fetch tokens

Also fixed an action creator typo

* Format files

* Fix rebase errors

- store accessToken and refreshToken instead of token
- Fix location error
