Refactored CSD estimation framework (#10)

* Refactored cvxpy csd optimizer and automatic algorithm selection based on whether volume fractions are fixed.

* Added tests for CSD framework.

* Added laplace-beltrami regularization and norm of laplacian for FOD and accompanying tests.

* Updated CSD example notebook and added generalized CSD tutorial notebook.
