add tf generate, packaging, and deploy code for rule promotion function (#776)

* cli will log a message when a staged rule is re-staged

* adding helper for updating the local rule table cache

* stats publisher now supports configurable sns topic

* adding rule promotion function terraform generation code

* terraform iam/etc code for rule promotion function

* updating deploy logic to include rule_promo function

* reworking config to be more explicit about rule staging, not rules table

* rule table will now check if rules exist before trying to toggle staged state. message is reported if a rule is being re-staged

* renaming terraform module for rule promotion (typo) and adding athena results bucket perm, schedule expression, ssm perms and glue perms

* promoter will log message if no staged rules exist

* fixing tf generation code

* removing duplicative code from cli for rule staging that now exists in the rule table

* fixing bug with deploying apps function

* updating statistic printing to look a little better in emails

* fixing bug with put parameter call

* misc cli updates

* pr feedback and rules engine update

* updating some tests
