* This patch adds support for a toDOM handler that returns a DOM.
  With this handler, ExtensionHandler hides internal parsing pipeline
  details from native extensions. So, all they need to worry about
  is processing content and return a DOM.

* In addition, this patch provides an interface that lets extensions
  parse wikitext without needing to know anything about the parsing
  pipeline, how to construct DOM fragments, etc. They can just ask
  the extension API to parse wikitext and return a DOM.

Poem
----
* This patch implements &amp;amp;lt;poem&amp;amp;gt; natively by relying on this updated
  extension API.

* Not implementing the compact mode since it is considered
  buggy and no one seems to know what it is for.

* Imported tests from the PHP Poem extension.
  - Fixed a couple tests with stray characters
  - Added html/parsoid sections for all enabled tests

* Removed a disabled non-poem test.

* Added a new Parsoid-specific test.
