Merge branch 'ionice_nice_the_archive' into 'master'

Ionice and nice the archiving

Set the lowest CPU priority for the compressing process. If OS is linux, also set the IO priority.

I couldn't find the command to set the IO nice level on OS X since `ionice` is not available and there doesn't seem to be any alternatives.

This fix is related to gitlab/gitlab-cloud#184
