Feature: version upgrades (#13)

* Add latest version of ReadonlyREST plugin

* Refactor _ELK to _EFK

* Fix version for ElasticHQ docker image, defaults to latest

* Update versions in .env

* elasticsearch: Set the versions correctly via ARGs

* fluentd: Set the versions correctly via ARGs

* kibana: Set the versions correctly via ARGs

* Set Version label via build arg VERSION_PROJECT

* Refactor dockerspec vs build ARGs

This is the best compromise between having ARGs that makes version
bumps easier vs dockerspec that can't handle ARGs in the Dockerfile

* fluentd: downgrade version to test connectivity

* fluentd: downgrade version to test connectivity

* Rubocop fix

* Fix issue with minikube startup

The ordering was a bit wrong, needed to start minikube before
setting the configuration

* td-agent: Set version in Dockerfile to match .env

* Add all_sources to rake up task
