Try to fix Apache WSGI configuration on Travis CI

After fixing the "hanging GPG agent daemon issue" in fe85751328a
I found out that the Apache WSGI monitoring tests are broken as
well: https://travis-ci.org/xolox/python-proc/builds/395162137

I'm guessing that this breakage was caused by Travis CI workers
switching from Ubuntu 12.04 (Precise) to Ubuntu 14.04 (Trusty) since
the most recent successful run of the test suite on Travis CI:
https://travis-ci.org/xolox/python-proc/builds/246455957

If that assumption is correct then this change should fix the issue.
