Check for both txdb and orgdb missing packages

Previously, if both txdb and orgdb annotation packages are missing, build_gene_annots
will fail with the error message about txdb only. When the user then runs the function again, 
the next error message will include orgdb. This commit simply delays the stop() until both
packages are checked and the resulting error message will name the missing package(s). If 
both are missing, both are listed in the error message.
