Improve performance of FormID operations

This is a breaking change to the Rust API as it removes FormID from
the API, but it improves the performance of:

- full plugin parsing by 3.6x.
- overlap detection by 311,000x (when checking for overlap with an
  identical plugin, the improvement decreases towards  0x as
  plugin contents diverge).
- counting override records by 73x.
