Add techlead functionality, minor cleanup on README and docs (#73)

* Reorganize README

* Add tech lead field functionality

Database field, helper functions, command integration, etc. etc.

* Update help text formatting

* Use code format (`blahblah`) instead of quotes for clarity for references to example commands
* Generate appropriate command-help spacing based on command name length for general help text, use block code formatting

* Update missing documentation, misspelling

Because the VS Code Golang plugin is complaining

* Rename CorePlugin to RocketPlugin to avoid core.CorePlugin stutter

Again, because VS Code was complaining

* Fix helptext and test

* Be quiet Travis

* Rename Plugin types to Plugin

* Minor syntax updates

* Migrate all plugins to `plugins/` directory

* Update docs

* Restrict edit team, add user, and add team to admins + tech leads

* Add list tech leads, register tech lead commands

* Consolidate add/remove admin/techlead commands under "set" commands

* Rename set-* to toggle-*, fix toggle command functionality

* Correct list techleads command, test plugin registration

* techlead -> tech-lead
