Config file (#18)

* Update changelog

* Remove testify from Gopkg.toml

* Use dep to manage build tools

Dep will manage the version of build tools and install the source into
the vendor directory. We can then build the tools out of the vendor
directory, rather than using go get.

* Add support for config file

Config files are toml formatted, and can be used to control the default
behavior of xkcdpwd by setting various options. Command-line flags
override the config file settings.

* Make travis build verbose

* Make vendor first target
