plugin.py: fix buildstep plugin adjustment

When a buildstep plugin is specified in the source container.yaml, it
was overriding anything from the existing plugin config. This was
intended only for worker builds, not orchestrator builds, but it was
overriding those too.

Changed the BuildStepPluginsRunner.__init__ logic so that the buildstep
plugin is only added if the plugin config does not already specify one.

In the case of orchestrator builds, it's specified. None of our worker
builds specify it, so this should work as intended. If someone modified
plugin config to specify a buildstep plugin on a worker build, then
they'll get only what they configured and the source image_build_method
will not be able to override it.
