switch to helper for DIAMETER encoding of 3GPP- attributes

Most of 3GPP- prefixed DIAMETER attributes use a encoding derived
from RADIUS and need therefore special pre-processing. The encoding
is independent of the actual DIAMETER application, therefore move
it into a helper function to use by all DIAMETER applications.

Fir fixes (changes) the encoding for some attrbiutes. It also renames
3GPP-Charging-ID to 3GPP-Charging-Id (lower case `d` in `Id`) for
consistency.
