Commit Message

Use 301 (permanent) redirects for the deleted person in a merge

Previously it was returning 302 redirects - since there's no chance that
viewing the old person will work (since we've deleted them from PopIt) we
should make the redirect permanent to help search engines to only
index the merged person.
