* Start DOS file provisioning support

#1373

DOS URIs, when resolved, return a data object schema, that has
an array of urls. One of those urls is what needs to be be provisioned.

Add and invoke a PreProvisionInterface, which allows for a plugin
to return a new set of urls.

* Edits to FileProvisioning and PreProvisionInterface

* Updated PluginClient file and FileProvisioning file

* Adds catcher for IllegalArgumentExceptions and now compares all schemes supported by a plugin in the findSupportedTargetPath method
