change: switch to pass IOInfo object to .backend.base.Parser.load

to get more sophisticated input and output object handling, switch to
pass .globals.IOInfo object to .backend.base.Parser.load instead of a
file path string or a file / file-like object.

- make .backend.base.Parser.load process IOInfo object correctly
- make an IOInfo object from given input and pass it to <Parser>.load
  instead of the original input object maybe a file path string, a file
  or file-like object, or a pathlib.Path object in .api._single_load
- correct a test case,
  tests.backend.base.test_30_load__ac_ignore_missing, to take care of
  input object correctly
- introduce a method, _to_ioinfo, in tests.backend.common.TestBase class
  to convert input objects to IOInfo object correctly, and update 'load'
  test cases to utilize it
- update some test cases of XML backend to convert input objects to
  IOInfo object before load
