AWS: use Postgres 10 without Docker

Amazon Linux only ships Postgres 9.2 which doesn't trivially support
systemd. Amazon Linux Extras ship with 9.6, but without server and
development bindings. Using Redhat repo instead.

A 'matreon' user and database is added for Rails to use (assuming Rails
server also runs as user matreon).

Rails inside Docker will not be able to see Postgres in this commit.
