Partitioning Part 2 (input config file) (#246)

Following the PR #195, here we add the functionality that user can input
a config file to partition output tables to optimise their future BQ
query costs.

Default partition as 'residual'

Following a conversation with Asha, we decided to mark the default
partiiton with a region named 'residual' instead of no region.

Adding related Flags to use partition_config.yaml

and modify vcf_to_bq.py to use those flags to actullay partition the
output.

Adding integration tests for partition_config

and also move the invalid partition config yaml files to unit test file
and hard-code them.
